Generally, snow plowing operations do not start until snow reaches about 3 inches. The priority for snow plowing operations is to keep the main roads open. Salt and cinder operations may begin sooner if road conditions warrant. Top priority roads include Gettysburg Pike, Bumble Bee Hollow Road, Mt. Allen Drive, Wilson Road, Cumberland Parkway, Hertzler Road, Independence Avenue, Arcona Road from Lisburn Road to McCormick Road, Allendale Road, McCormick Road and Fisher Road. In addition, the Township is responsible for snow and ice removal on the following state roads: E. and W. Winding Hill Road, W. Lisburn Road, S. York Street from Gettysburg Pike to W. Winding Hill Road, and Grantham Road from the cul-de-sac along U.S. Route 15 to Lisburn Road. After the main roads are clear and passable, road crews will attempt to open the main access road in each development. However, if main roads require additional attention, development plowing may have to be suspended. After the snow has stopped falling, plows will return to the developments to make one pass in each direction. Once all development roads are open, plows will return to widen back to the curb, if possible. It is not uncommon for snow plows to push snow in front of driveways. There are nearly 6,000 single and multi-family residences in the Township. Plowing operations cause snow to be pushed towards the edge of the road. Homeowners can help prevent their driveways from being plowed shut by trying to shovel snow along the road in front of the driveway a distance equal to the width of the driveway. We apologize for the inconvenience. Do not shovel or plow snow from driveway or sidewalk out into the roadway. The Township asks that all parked vehicles be removed from the roadway. In the event snow conditions become severe, the Township will declare a SNOW EMERGENCY, which requires residents to remove all vehicles from the street. Residents will be notified by the local television stations (Channel 27, 8 and/or 21) when a Snow Emergency is declared. Medical Emergencies during a Snow Storm: County Control will contact the Police Department who in turn will contact the Public Works Department to assist emergency vehicles in gaining access to the property. Additional Snow Removal Requirements: The Board of Commissioners adopted Ordinance No. 595 on June 7, 2005 outlining the snow removal requirements, the details of which are listed below. The Board of Commissioners' intent behind passing this ordinance is not to go out looking for violations; rather, to provide enforcement remedies in the event sidewalks are not cleared of snow, slush or ice in a timely fashion. Snow Removal Ordinance: Section 205-1 Definitions Section 205-2 Removal from sidewalks A. Fire hydrants shall not be covered. Section 205-3 Removal by Township A. The Township shall provide a written notice to the owner or occupant of the property that the accumulation of snow and ice must be removed within 24 hours or the Township may remove the snow and ice and assess the cost of such removal to the owner or occupant. Section 205-4 Administration and penalties. A. The Township Zoning/Codes Enforcement Officer or other designated Township official shall be responsible for the administration and enforcement of this chapter. |
